Download Speeds Low/Throttled after Mojave Install

I am having an issue where after doing a fresh install of Mojave my download speeds are less than half the full download speeds I used to get. Never had this issue with past versions of OSX. Ethernet is recognized (both on my motherboard) and I can get on the internet but downloading speeds (i.e. newsgroups etc) is less than half.
