Instant Hotspot not working, but handoff is working fine (Bcm94352HMB)

card type: DELL DW1550 Bcm94352HMB

all the other Continuity feature working fine
but except for Instant Hotspot

-I use airportbrcmfixup on EFI
-and BrcmBluetooth Injector on S/L/E
-also I use BT4LEContinuityFixup on EFI
-I use same iCloud on this hack and my iPhone

the iPhone signal Instant Hotspot logo is appears on Mac wifi but I can't connect it
